Preparation : Heat oven to 350F. In heavy 2 quart pan, melt butter over medium heat. Add chives, garlic and pepper. Stir to blend. Dip shrimp into melted butter. Roll into crumbs to coat. layer shrimp in 1 1/2 quart baking dish. Add remaining crumbs to remaining butter, stir to blend. Sprinkle shrimp with crumb and butter mixture.
