Place 5 first ingredients into a large saucepan with the butter. Cook until the meat is well browned.
Add wine. Cook for a few minutes, and add tomato paste and tomato sauce. Cook well, gradually adding a little water (1/2 c. total).
Wash the rice and add it to the other ingredients in the saucepan. Cook for about twenty minutes, until the rice is soft, adding more water from time to time.
Add grated Parmesan cheese, mix well, and serve.
